After more than two years of construction, downtown Frisco's Rail District is entering its final phase. Fourth Street Plaza, a roughly two-acre pedestrian plaza between Oak and Elm streets, is expected to open to the public in August 2026, completing the city's largest downtown infrastructure investment in decades.
The project has evolved significantly since its initial $68 million announcement. As of 2026, total investment exceeds $80 million, covering the reconstruction of Main and Elm streets, a 450-space parking garage that opened in late June, and the centerpiece Fourth Street Plaza event space.
What the Plaza Delivers
The plaza replaces what was a standard downtown intersection and surface parking. A custom shade structure anchors the space, with decorative paving, permanent seating, and infrastructure for events, markets, and performances. The contract for the plaza alone is valued at approximately $18.72 million.
The city originally targeted a June 20, 2026 grand opening tied to the 2026 FIFA World Cup. That date was canceled due to construction sequencing and delivery timelines for the shade structure. City officials confirmed the August opening in mid-July 2026.
What Has Already Opened
Several project milestones were completed earlier in 2026:
- Main Street reopened to two-way traffic in December 2025, with full reconstruction completed by June 2026.
- Elm Street reconstruction was completed and opened to traffic in 2023.
- The parking garage — a five-level, 450-space structure at the corner of Main and Pecan streets — opened to the public in late June 2026.
Why It Matters for Downtown Frisco
The Rail District is Frisco's historic downtown core, concentrated around the original railroad corridor. The redevelopment redesigns the area around pedestrian access and public gathering space rather than vehicle throughput, which represents a deliberate shift in how the city approaches downtown growth.
For residents and visitors, the completed project adds a dedicated event space, improves walkability between businesses, and provides structured parking that replaces scattered surface lots. For property owners in and around downtown, the infrastructure investment establishes a framework for the type of mixed-use, pedestrian-oriented development that typically follows such public improvements.
Looking Ahead: More Than a Plaza
The Rail District redevelopment is one of several large-scale projects reshaping Frisco's built environment. Nearby, Fields West Urban Village is under construction, and Firefly Park, a $2.5 to $4 billion mixed-use development on 217 acres, was approved in March 2025. North of downtown, The Mix at the northwest corner of Main Street and the Dallas North Tollway broke ground in January 2025 with a 50,000-square-foot Whole Foods as its anchor.
These projects are at different stages of planning and construction. The Rail District is the closest to completion, and the one most directly connected to Frisco's original downtown identity.
